Francis Edward Howard Paget was born on 4 June 1886. He was the son of Howard Francis Paget and Alice Catherine Jeffcock. He married, firstly, Anna Maria Dyott, daughter of George Richard Dyott, on 8 June 1909. He and Anna Maria Dyott were divorced in 1918. He married, secondly, Jane Florence Lang, daughter of Captain Charles Francis Lang, on 25 March 1922. He died on 9 April 1945 at age 58.

Francis Edward Howard Paget was educated at Brasenose College, Oxford University, Oxford, Oxfordshire, England. He gained the rank of Lieutenant in the service of the Grenadier Guards.
